West End Small Area Plan

The City of Greenville, with Urban Design Associates (UDA), is conducting a planning process for Greenville’s West End, called the West End Small Area Plan.

Once a community where Greenville’s industrial sector intertwined with socially diverse housing, the West End has experienced many changes since the end of WWII. Starting in the 1950s, road widenings and the construction of Highway 123/South Academy Street resulted in a bisected community. During the 1970s, the long relied upon textile industry and associated businesses began to migrate away from the area. 

Its emergence as an extension of downtown continues to attract remarkable new investments to the West End. However, the opportunities for reinvestment and redevelopment can result in changes to the way of life for long-time residents and businesses and present challenges to the preservation of the West End community's historic character. 

The general study area for the West End Small Area Plan is bordered by Academy Street, Pendleton Street and Augusta Street. The purpose of the plan is to develop a vision for future development and growth within the area and identify supportive architecture and site design elements. 


Study Area

The project is designed to build on the tool kit developed for the South Downtown Master Plan, which addresses building types, setbacks, heights and public open space, and creates a regulating plan for blocks and street frontages. The goal is to provide a foundation for the potential adoption of refinements to the existing zoning and development regulations for the area. 

Public input and participation are an important part of the planning process and the project team will work closely with a group of representatives from the West End community. Additionally, there will be a variety of community engagement opportunities, including public meetings, where West End residents and other stakeholders can ask questions and provide feedback.
